October marks the start of property tax bill season in Harris County, and this year homeowners in Memorial and across the county are paying closer attention than usual. In mid-September, Harris County Commissioners Court adopted a combined county rate of roughly 67 cents per $100 of taxable value. Local reports estimate the county portion of the bill will rise by about $190 to $200 a year for a home valued around $400,000.
Here is the important context: the county is only one line on your bill. School districts, cities, community college, hospital and other taxing units all set their own rates. In the Memorial area, that can include Spring Branch ISD or Houston ISD, and if you live in one of the Memorial Villages, a separate village city rate as well. The total you pay depends on all of them together, plus your appraised value and exemptions.
What to check when your bill arrives
- Exemptions. Make sure your homestead exemption is applied. If you are 65 or older or qualify for a disability exemption, confirm it shows up too. These can make a significant difference and are easy to miss after a recent purchase or refinance.
- Appraised value. Compare the value on your bill to the notice you received in the spring. Protest season for this year has passed, but noting the number now helps you prepare for next spring.
- Payment timing. Texas property taxes are generally due by January 31 of the following year. Many homeowners pay in December for planning reasons. Talk with your tax professional about what makes sense for you.
If your taxes are paid through escrow
Most homeowners with a mortgage pay taxes through an escrow account. When tax bills rise, your lender’s annual escrow analysis may show a shortage, which can increase your monthly payment in the new year or result in a one-time catch-up amount. Watch for that notice so it is not a surprise, and ask your servicer about your options for covering a shortage.
What it means for buyers and sellers
For buyers, the total tax rate and the home’s taxable value belong in your budget from day one. In Memorial, homes that look similarly priced can carry different tax bills depending on school district, village and exemptions the seller had in place. Ask your agent to estimate taxes at your purchase price, not just the seller’s current bill. For sellers, expect buyers to ask about taxes. Having your most recent bill and exemption details ready makes the conversation easier.
