The Heights continues to stand out in the Houston market. Recent Houston Association of Realtors data shows the neighborhood holding firmer than many other parts of the metro, with homes generally selling close to their asking prices. At the same time, buyers this fall have a bit more choice and, in some cases, more negotiating room, especially on homes that need updating.
That makes the classic Heights plan of buying an older bungalow and making it your own very appealing. Before you write an offer, though, there is one question to answer first: is the home inside one of the Heights’ designated historic districts?
Why historic district status matters
Several parts of the Heights fall within City of Houston historic districts. In those areas, many exterior changes, such as additions, window replacements, porch work, new construction and demolition, generally require approval through the city’s historic preservation process before work begins. Interior renovations are typically not regulated the same way, but anything visible from the street usually deserves a closer look.
None of this means you cannot renovate. Many beautifully updated homes in the Heights went through this process. It simply means your timeline, design and budget should account for it from day one.
A pre-offer checklist for renovation buyers
- Confirm the district. Ask your agent to verify whether the property is in a historic district and which guidelines apply.
- Know the home’s classification. Homes may be considered contributing or non-contributing to the district, which can affect what changes are allowed.
- Sketch your plans early. If you dream of a second story or a large rear addition, consult an architect familiar with Heights guidelines before your option period ends.
- Budget for time. Design review, permitting and approvals can add weeks or months. Plan for carrying costs while you wait.
- Check deed restrictions too. Some Heights blocks also have deed restrictions that are separate from historic rules.
- Use your option period wisely. Inspections, contractor walk-throughs and design consultations all fit best inside that window.
Reading value on homes that need work
In a market where updated homes still command strong prices, homes needing work can offer an opportunity. The key is pricing your offer with a realistic view of renovation costs and approval timelines, not just the finished vision. Comparing recent sales of both updated and original-condition homes on nearby blocks is the best starting point.
