New Luxury High-Rises Are Breaking Ground Near River Oaks. What to Know Before Buying a Residence That Will Not Be Finished Until 2028.

Lock-and-leave living has become one of the most talked-about options for buyers in and around River Oaks, and the pipeline keeps growing. Recent reports describe a new pair of retail and residential high-rises, 2811 Kirby and The Lily River Oaks, breaking ground in Upper Kirby, with construction expected to be completed in 2028.

Buying a residence that does not exist yet is a very different experience from buying a finished home on a tree-lined River Oaks street. It can be a great fit for the right buyer, but it rewards careful planning. Here are the questions we encourage clients to think through.

How long can you wait? A 2028 completion means your purchase may be tied up for years. Think about where you will live in the meantime, whether you need to sell a current home, and how the timing fits your family, work and travel plans. Construction schedules can also shift, so build in some flexibility.

How do deposits work? Pre-construction contracts often call for deposits paid in stages. Understand how much is due and when, where the funds are held, and under what circumstances they could be refunded. Have your attorney review these terms before you sign.

What exactly are you buying? Renderings and model finishes are helpful, but the contract and its exhibits define what is actually delivered. Ask about floor plan specifics, finish levels, parking, storage, and how substitutions are handled if materials change.

What will it cost to own? Homeowners association dues in full-service towers can be significant and typically cover amenities, staffing, insurance on common areas and reserves. Ask for the projected budget, and understand that the first-year numbers are estimates that may change once the building is operating.

How will financing work? Many buyers finance at or near completion, so today’s mortgage rates may not be the rates you ultimately close at. With rates moving around in recent weeks, it is wise to talk with a lender early about how they handle new-construction condominiums and what to expect at closing.

How does it compare to resale? The established River Oaks and Upper Kirby high-rise market offers move-in-ready alternatives with a known operating history, real HOA financials and immediate occupancy. Comparing a new tower with resale options side by side is one of the best ways to see the true trade-offs.
