Two Big New Communities Are Taking Shape Near Richmond. How to Compare a Brand-New Build With a Resale Nearby.

The land around Richmond continues to fill in. Evergrove, a joint venture of two national builders planned for roughly 1,650 homes off FM 723 near Old Pecan Road, has been moving through its early phases, and Johnson Development has begun work on a large community off FM 2977 near Richmond and Thompsons that is planned for thousands of homes over time. For buyers, that means more new-construction choices in the Richmond area over the next several years.

It also means a real decision: build new, or buy an existing home nearby? Neither is automatically better. Here is how to compare them fairly.

Total cost, not just list price. New homes often come with builder incentives, especially in a market with plenty of inventory. Ask whether an incentive is tied to using the builder’s preferred lender and compare that offer against outside lenders. For a resale, remember that the price usually includes finished landscaping, fencing and window treatments that can add up quickly in a new build.

Property taxes and district fees. Many new master-planned communities rely on Municipal Utility Districts to pay for infrastructure, which can mean a higher combined tax rate in the early years. Older neighborhoods may have lower rates or MUDs that are further along in paying down debt. Always look up the full tax rate for a specific address rather than assuming.

Timeline and certainty. A to-be-built home can take several months, and early phases may be surrounded by construction for a while. A resale lets you see exactly what you are getting and close on a set date.

Amenities today versus amenities promised. New communities often plan pools, trails and parks that open in stages. Established neighborhoods have amenities you can visit right now. Ask the developer what is built, what is scheduled and what is still conceptual.

Inspections are for new homes too. Even brand-new construction benefits from independent inspections at key stages and before closing, plus a clear understanding of the builder’s warranty.

Representation matters. When you visit a builder’s model home, the on-site sales team represents the builder. Bringing your own agent to the first visit typically costs you nothing extra and gives you an advocate for negotiating upgrades, incentives and contract terms.
